About the role:

As Manager, Science Business and Operations, you will lead the business enablement function for EPA's Regulatory Science Division. You will ensure the finance, planning, procurement, asset management, quality, occupational health and safety, governance and reporting systems that underpin science delivery are robust, compliant and fit for purpose.

This is an opportunity to strengthen the sustainability and maturity of EPA's regulatory science services, lead a multidisciplinary support team, and shape practical operating models that enable high-quality scientific and technical services across EPA and government.

In this role you will:

  • Lead business management and operational coordination for the Division, including work allocation, performance expectations, resource planning, support services and continuous improvement.
  • Drive strategic programs that strengthen service maturity, operational readiness and sustainable delivery across laboratory, field and scientific services.
  • Lead operational planning, performance reporting, budgets, forecasting, procurement governance, cost modelling and financial reporting.
  • Coordinate fee-for-service and cost recovery opportunities, including service definition, pricing, risk and quality controls, and executive approval pathways.
  • Oversee asset lifecycle and quality systems governance, including audits, controlled documents, corrective actions, compliance obligations and continuous improvement.
  • Lead and develop a collaborative, service-focused team while working across EPA and government to deliver enterprise priorities.

Skills and experience:

  • Demonstrated experience leading business management, operational governance or enabling services in a complex public sector or technical environment.
  • Senior people leadership experience, including building capability, supporting wellbeing, managing performance and creating a collaborative improvement culture.
  • Demonstrated ability to lead cross-functional strategic programs, manage competing priorities and deliver practical outcomes in complex organisational settings.
  • Strong financial management capability across budgets, forecasting, procurement governance, cost modelling, cost recovery, grants and research awards.
  • Experience establishing or maturing fee-for-service or sustainable funding models within a scientific or technical services setting.
  • Demonstrated experience in quality management, asset lifecycle governance, occupational health and safety, risk, audit, compliance and controlled-document systems.
  • Sound judgement in applying public sector values, delegations, financial and procurement requirements, conflict-of-interest obligations and accountability frameworks.
  • Ability to shape complex technical information for ministerial, senior executive and Governing Board briefings.
