About the role: 

Reporting to the Manager, Permissioning Licences, the Senior Permissioning Officer is a member of a team responsible for implementing EPA’s permissioning framework. You will assess applications across various permission typesunder the Environment Protection Act 2017, aligned to EPA’s strategic priorities to prevent harm to Victorian communities and the environment from pollution and waste. This is a senior role for a regulator that wants to contribute to the success of the EPA as it enters a new era of environmental protection in Victoria. Working closely with the Permissioning Licences leadership team and other senior members across Permissions, you will actively contribute to a positive organisational culture and achieve the highest standards of performance and integrity; fostering genuine partnerships across all levels of government, industry, and community to deliver organisational outcomes.

 

In this role you will:  

  • Provide leadership and direction on permission assessments, including peer review, providing technical expertise and mentoring less experienced team members so the high standards of performance are met. 

  • Implement EPA’s permissioning framework to ensure that scheduled activities, infrastructure, and other development projects are appropriately approved under the Environment Protection Act 2017, including that proponents understand and minimise or eliminate risks of harm to communities and the environment from pollution and waste. 

  • In consultation with Science Division, Operations Division and Legal Branch, assess and determine permissions ensuring that conditions set appropriate controls in preventing harm to communities and the environment from pollution and waste; support the facilitation of conferences of interested persons as required for development licence applications. 

  • As required based on prioritised demand, support the periodic review of licences and the development and maintenance of EPA’ s condition library for permissions. 

 

Skills and experience: 

  • Senior level experience in permissioning or related regulatory activities, preferably within Government. 

  • Detailed knowledge of the Environment Protection Act 2017 and regulations, or other similar legislation 

  • Proven ability to mentor, provide technical expertise and peer review the work of less experienced team members. 

  • Proven ability to apply relevant government legislation, regulations, reporting directives and procedures, to achieve optimal organisational outcomes. 

  • A broad understanding of environmental regulation as it relates to pollution and waste is desirable.
